Please implement the ability to use anchors at the tops of sections, so that one can link from table of contents entries at the top of the newsletter to specific points within it.

Just an FYI that two and a half years ago they decided not to do this:

Given no responses here, I think it's time we found competitors who handle this scenario.

If this isn't going to be completed, can we at least have a way to filter out anchor links from our emails (which are broken today)?

Yes, definitely important to implement. We're late in the game right now. Starbucks is already doing it, your competitors are already doing it. Mailpoet is late.
